As promised, I took the opportunity at Housing & Local Government Questions to raise the issue of One Horton Heath with the Secretary of State to see what can be done. It's very clear that Eastleigh Borough Council need to be far more collaborative and engage with key bodies, like the Environment Agency, on their plans to develop 2,500 houses.
